House Republicans Endorse Trump’s Illegal Behavior with Attack on Courts

WASHINGTON, D.C., April 9, 2025 – Today the U.S. House of Representatives passed the No Rogue Rulings Act (NORRA, H.R. 1526), an attempt to make it harder for the lower courts to protect America’s families from President Trump’s illegal actions. The bill would prohibit the use of national injunctions instead of reforming the practice to make it less likely to be abused. Republicans almost uniformly supported the bill despite making repeated statements during the Biden administration supporting nationwide injunctions when it benefited them.
Keith Thirion, interim co-president at Alliance for Justice, issued the following statement:
“The speed with which Republicans have flip-flopped on the issue of national injunctions should give everyone whiplash. When the president is taking flagrantly illegal actions to trample on our civil rights, we need courts that can respond swiftly and efficiently to protect us. Republican lawmakers, keen on ensuring Trump’s success as an authoritarian, would rather judges have to play whack-a-mole trying to stop each instance of injustice while the harm continues.
“National injunctions are important to ensure illegal behavior is stopped and everyone is consistently protected across the country. No doubt we saw injunctions repeatedly abused to block very legal actions taken by President Biden, but we should consider more sensible reforms than this gutting of the courts. We can only hope this legislation dies in the Senate so that the judiciary can continue protecting us from this administration’s tyranny.”
