Ballot measures are a powerful method for people to create policy change. Some states allow citizen-initiated ballot measures—whether initiative, referendum, state constitutional amendment, or tax levy. Public charities (including community foundations) can get involved in campaigns to support or oppose ballot measures. Private Foundations should avoid support or opposition of measures, but they can fund grantees that engage in ballot measure activity.
